Rawalpindi: Punjab Minister Orders Special Force for Nullah Lai Cleanup, Anti-Encroachment

راولپنڈی (پوٹھوار ڈاٹ کام — اکرام الحق قریشی | 14 ستمبر 2026) صوبائی وزیر ہاؤسنگ پنجاب بلال یاسین کے زیرصدارت نالہ لئی کے حوالے سے کمشنر آفس راولپنڈی میں اہم اجلاس منعقد ہوا۔ جس میں نالہ لئی کی صفائی، تجاوزات کے خاتمے، نکاسی آب کے نظام کی بہتری، سیلابی صورتحال سے بچاؤ اور نالہ لئی کے اطراف میں شہری سہولیات کی بہتری کے حوالے سے تفصیلی جائزہ لیا گیا۔
اجلاس میں ممبران صوبائی اسمبلی، کمشنر راولپنڈی، ڈپٹی کمشنر و دیگر متعلقہ محکموں کے افسران نے شرکت کی۔اجلاس سے خطاب کرتے ہوئے وزیر ہاؤسنگ پنجاب بلال یاسین نے ہدایت کی کہ نالہ لئی کے تقریباً 9 کلومیٹر کے انتہائی گنجان آباد حصے میں خصوصی فورس تشکیل دے کر پٹرولنگ کا مؤثر نظام قائم کیا جائے، تاکہ صفائی کے بعد نالہ لئی میں دوبارہ کوڑا کرکٹ پھینکنے یا تجاوزات کی روک تھام یقینی بنائی جا سکے۔

واسا اپنے وسائل سے فوری طور پر اس فورس کا قیام عمل میں لائے اور جتنا جلدی ہو پیٹرولنگ کا عمل شروع کیا جائے۔ انہوں نے کہا کہ نالہ لئی راولپنڈی کے لیے انتہائی اہم اور شہری نکاسی آب کے نظام کا بنیادی حصہ ہے۔ اس کی صفائی، بحالی اور حفاظت کے لیے تمام متعلقہ اداروں کو مربوط انداز میں کام کرنا ہوگا۔ نالہ لئی میں ڈیسلٹنگ کے بعد دوبارہ کوڑا کرکٹ پھینکنے اور غیر قانونی تعمیرات کی کسی صورت اجازت نہیں دی جائے گی، جبکہ صفائی کے عمل کو مستقل بنیادوں پر جاری رکھا جائے۔
انہوں نے کہا کہ اس سلسلے میں شہریوں میں آگاہی پھیلانے کے ساتھ ساتھ خلاف ورزی کرنے والوں کے خلاف قانون کے مطابق کارروائی کی جائے۔ انہوں نے مزید کہا کہ نالہ لئی میں تجاوزات کے خلاف زیرو ٹالرنس پالیسی پر عملدرآمد یقینی بنایا جائے تاکہ صفائی اور بحالی کے بعد اسے دوبارہ گندگی اور تجاوزات کی نذر نہیں ہونے دیا جائے۔ نالہ لئی کے اطراف میں صفائی کے نظام کو مؤثر بنانے کے لیے مقامی لوگوں، تاجر برادری اور سول سوسائٹی کے تعاون سے مستقل نگرانی کا نظام تشکیل دیا جائے۔
کمشنر راولپنڈی ڈویژن سلمان غنی نے بریفنگ میں بتایا کہ سیف سٹی کیمروں کے ذریعے نالہ لئی کے مختلف مقامات کی نگرانی مزید مؤثر بنائی جارہی ہے۔ اسکے ذریعے نالہ لئی میں کچرا پھینکنے والے افراد اور گاڑیوں کی نشاندہی کرکے ان کے خلاف فوری کارروائی عمل میں لائی جائے گی۔ اسکے علاوہ نالہ لئی کے لیے خصوصی مانیٹرنگ اور کنٹرول روم قائم کرنے، اور فلیش فلڈنگ مانیٹرنگ و الرٹ کے لئے جدید ٹیکنالوجی استعمال کرنے کے اقدامات کیے جائیں گے۔
اجلاس میں نالہ لئی کے پانی کے بہاؤ اور فلیش فلڈنگ کے خطرات کو کم کرنے کے لیے تکنیکی اور کیمیکل انجینئرنگ کے ماہرین سے تجاویز لینے پر بھی زور دیا گیا۔ کمشنر سلمان غنی نے ہدایت کی کہ نالہ لئی کے پانی کے بہاؤ، گاد، مٹی اور دیگر رکاوٹوں کا سائنسی بنیادوں پر جائزہ لے کر ایسے مؤثر اقدامات کیے جائیں جن سے اچانک طغیانی اور فلیش فلڈنگ کے خطرات کو کم کیا جا سکے۔

Rawalpindi (Pothwar.com — Ikram-ul-Haq Qureshi, September 14, 2026): Punjab Housing Minister Bilal Yasin chaired an important meeting on Nullah Lai at the Commissioner’s Office in Rawalpindi, where officials reviewed measures for cleaning the waterway, removing encroachments, improving the drainage system, preventing flooding and enhancing civic facilities along its banks.

Members of the Provincial Assembly, Rawalpindi Commissioner Salman Ghani, Deputy Commissioner and senior officers of relevant departments attended the meeting.

Addressing the meeting, Bilal Yasin directed the authorities to establish a special force for effective patrolling along the approximately nine-kilometre densely populated stretch of Nullah Lai. The force will work to prevent the dumping of garbage and the re-emergence of encroachments after cleaning operations.

He directed the Water and Sanitation Agency (WASA) to establish the force using its own resources and begin patrolling at the earliest. The minister said Nullah Lai is critically important for Rawalpindi and forms a major component of the city’s drainage system.

Bilal Yasin stressed that all relevant departments must work in coordination to ensure the cleaning, rehabilitation and protection of Nullah Lai. He said dumping garbage and carrying out illegal construction along the waterway after desilting would not be tolerated, while cleaning operations should continue on a permanent basis.

The minister also called for greater public awareness and legal action against violators. He directed the authorities to implement a zero-tolerance policy against encroachments along Nullah Lai and ensure that the waterway does not once again become overwhelmed by waste and illegal structures following rehabilitation work.

He further called for a permanent monitoring mechanism involving local residents, the business community and civil society to improve cleanliness and oversight along the waterway.

During the briefing, Rawalpindi Commissioner Salman Ghani said monitoring of various points along Nullah Lai was being strengthened through Safe City cameras. He said individuals and vehicles involved in dumping garbage into the waterway would be identified through the camera system and immediate legal action would be taken against them.

He added that steps would also be taken to establish a dedicated monitoring and control room for Nullah Lai, while modern technology would be used for flash-flood monitoring and early-warning alerts.

The meeting also emphasized obtaining recommendations from technical and chemical engineering experts to reduce risks associated with water flow and flash flooding in Nullah Lai.

Commissioner Salman Ghani directed officials to scientifically assess water flow, silt, soil and other obstructions in the waterway and implement effective measures to reduce the risk of sudden flooding and flash floods.
