Gujar Khan: Traders Demand Clear Policy and Uniform SOPs for Anti-Encroachment Operation

گوجر خان (پوٹھوار ڈاٹ کام — 15 دسمبر 2025) —گوجرخان میں تجاوزات کے خاتمے کے حوالے سے مرکزی انجمن تاجران کے صدر راجہ محمد جواد کی زیرِ صدارت ایک اہم اجلاس منعقد ہوا، جس میں جنرل سیکرٹری شہادت حسین بٹ، تیمور وارثی اور دیگر تاجر رہنماؤں نے شرکت کی۔ اجلاس میں شہر میں جاری تجاوزات کے خلاف کارروائیوں، مختلف ٹیموں کی جانب سے الگ الگ آپریشنز اور غیر یکساں ایس او پیز پر تفصیلی غور کیا گیا۔

اجلاس میں اس بات پر زور دیا گیا کہ تجاوزات کے خلاف کارروائی بلا امتیاز ہونی چاہیے، تاہم اس مقصد کے لیے ایک واضح، منظم اور شفاف پالیسی اور میکنزم تشکیل دیا جانا ناگزیر ہے تاکہ دکانداروں اور انتظامیہ کے درمیان باہمی اعتماد، اتفاق اور ہم آہنگی قائم ہو سکے۔

تاجر رہنماؤں نے نشاندہی کی کہ اس وقت تجاوزات کے خاتمے کے لیے تین سے چار مختلف ٹیمیں الگ الگ کارروائیاں کر رہی ہیں، جن کے ایس او پیز بھی مختلف ہیں۔ اس صورتحال کے باعث تاجر برادری شدید ذہنی دباؤ، بے یقینی اور پریشانی کا شکار ہے۔ اجلاس میں بتایا گیا کہ بعض مقامات پر دکانوں کے شٹر کے اندر قائم سیڑھیوں کو بھی تجاوزات قرار دے کر بھاری جرمانے عائد کیے جا رہے ہیں، جو تاجروں کے لیے حیران کن اور ناقابلِ فہم ہے۔

اسی طرح زیرِ تعمیر کمرشل عمارتوں کے باہر موجود تعمیراتی مٹیریل پر جرمانے کیے جانے پر بھی شدید تحفظات کا اظہار کیا گیا۔ تاجر رہنماؤں نے مطالبہ کیا کہ ان تمام معاملات پر انتظامیہ ایک جامع، واضح اور تحریری پالیسی مرتب کرے اور تاجروں کو اعتماد میں لے کر اقدامات کرے تاکہ کسی بھی قسم کی زیادتی یا غلط فہمی سے بچا جا سکے۔

مرکزی انجمن تاجران کے رہنماؤں نے واضح کیا کہ وہ تجاوزات کے خاتمے کے لیے اٹھائے جانے والے تمام مثبت اور قانونی اقدامات میں انتظامیہ کے ساتھ مکمل تعاون کے لیے تیار ہیں، تاہم کسی بھی غیر منصفانہ، بلاجواز اور امتیازی جرمانے کو کسی صورت قبول نہیں کیا جائے گا۔ اجلاس میں یہ مطالبہ بھی کیا گیا کہ تجاوزات کے حوالے سے تشکیل دی گئی تمام کمیٹیوں کے ایس او پیز یکساں، واضح اور تحریری شکل میں ہوں اور انہیں باضابطہ طور پر تاجروں کے نوٹس میں لایا جائے۔

اس موقع پر مرکزی انجمن تاجران کے صدر راجہ محمد جواد نے کہا کہ انجمن چیمبر آف کامرس کے ساتھ بھی مسلسل رابطے میں ہے، اور اگر انتظامی سطح پر کسی تاجر کے ساتھ زیادتی ہوئی تو چیمبر آف کامرس کے تعاون سے مشترکہ طور پر تاجروں کے حقوق کا تحفظ کیا جائے گا۔

Gujar Khan (Pothwar.com — 15 December 2025) —An important meeting of the Central Traders Association of Gujar Khan was held under the chairmanship of President Raja Muhammad Jawad, with General Secretary Shahadat Hussain Butt, Taimoor Warisi and other trader leaders in attendance. The meeting focused on ongoing anti-encroachment operations in the city and the issues arising from multiple teams conducting actions under different Standard Operating Procedures (SOPs).

The participants emphasised that operations against encroachments should be carried out without discrimination. However, they stressed the need for a clear, organized and transparent policy and mechanism to ensure mutual trust, coordination and harmony between the traders and the administration.

Trader leaders pointed out that currently, three to four different teams are conducting separate operations against encroachments, each following its own SOPs. This situation has created uncertainty, mental stress and serious concern among the business community. It was highlighted that in some areas, staircases constructed within shop shutters are being declared encroachments and heavy fines are being imposed, which traders find unjustified.

The meeting also raised objections to fines imposed on construction material placed outside under-construction commercial buildings, terming such actions confusing and unreasonable. The traders demanded that the administration formulate a comprehensive and clear policy on these matters and take traders into confidence before implementing any measures.

Leaders of the Central Traders Association made it clear that they are fully prepared to cooperate with the administration in all positive and lawful steps taken to eliminate encroachments. However, they categorically stated that unfair, unjustified and discriminatory fines would not be accepted under any circumstances. They further demanded that all committees formed for anti-encroachment operations must have uniform, clear and written SOPs, which should be formally shared with the traders to avoid misunderstandings and excesses.

Speaking on the occasion, President Raja Muhammad Jawad said that the association is also in contact with the Chamber of Commerce, and if any trader faces injustice at the administrative level, the traders’ rights will be jointly protected in collaboration with the Chamber of Commerce.
