London; System Failures Led to Death of 10-Year-Old Sara Sharif, Local Child Safeguarding Review Finds

لندن (پوٹھوار ڈاٹ کوم — محمد نصیر راجہ | 18 نومبر 2025)10 سالہ سارہ شریف کی جان سسٹم کی ناکامی کے سبب گئی: لوکل چائلڈ سیف گارڈنگ پریکٹس ریویو-لوکل چائلڈ سیف گارڈنگ پریکٹس ریویو کے مطابق 10 سالہ معصوم بچی سارہ شریف کی جان سسٹم کی ناکامی کے سبب گئی۔ اسے والدین کی نگہداشت میں رہنا ہی نہیں چاہیے تھا، والدین اور سسٹم دونوں اس کےلیے ’لیتھل کمبی نیشن‘ ثابت ہوئے۔

ریویو رپورٹ میں یہ بات سامنے آئی کہ سوشل سروس سے لے کر این ایچ ایس اور ایجوکیشن سسٹم بھی سارہ کی مدد نہ کرسکا، کونسل کا عملہ سارہ کی موت سے ایک روز قبل اسے چیک کرنے گیا تھا لیکن وہ کسی غلط پتہ پر چلا گیا جبکہ سارہ کی لاش اس کے ووکنگ میں واقع گھر سے اگست 2023ء میں ملی تھی جہاں اسے دو برس سے تشدد کا نشانہ بنایا جارہا تھا۔

ریویو رپورٹ کے مطابق سارہ کی ہڈیاں ٹوٹی ہوئی تھیں، جسم پر چوٹیں تھیں اور اسے استری سے جلایا گیا تھا، سارہ کے والدین بچی کی لاش چھوڑ کر پاکستان فرار ہوگئے تھے لیکن بعد میں واپسی پر مقدمہ چلا اور والد عرفان شریف اور والدہ بینش بتول کو عمر قید کی سزائیں سنائی گئیں تھیں۔

ریویو رپورٹ میں یہ بھی بتایا ہے کہ سارہ شریف پیدائش سے ہی سوشل سروس کے نوٹس میں آگئی تھی، 3 برس کی عمر تک اسے دو مرتبہ سوشل سروس نے فوسٹر کیئر میں رکھا۔اس ریویو رپورٹ پر کاؤنٹی کونسل نے رپورٹ پر انتہائی دکھ کا اظہار کیا ہے۔

اس حوالے سے سرے سیف گارڈنگ چلڈرن پارٹنرشپ کا کہنا ہے کہ وہ پارٹنر ایجنسیز کے ساتھ مل کر مشترکہ ایکشن پلان پر اتفاق کے لیے کام کرے گی اور رپورٹ کی سفارشات پر عمل کو یقینی بنایا جائے گا۔

London (Pothwar.com — Mohammad Naseer Raja | November 18, 2025): A Local Child Safeguarding Practice Review has revealed that 10-year-old Sara Sharif lost her life due to critical failures across multiple systems responsible for child protection. The review stated that Sara should never have been left in the care of her parents, describing the combination of parental neglect and systemic shortcomings as a “lethal combination.”

According to the report, institutions ranging from social services to the NHS and the education system all failed to protect Sara. Council staff were scheduled to check on her a day before her death, but mistakenly went to the wrong address. Sara’s body was discovered at her home in Woking in August 2023, where she had reportedly been subjected to abuse for two years.

The review confirmed that Sara had multiple broken bones, visible injuries, and burn marks caused by an iron. Her parents fled to Pakistan after abandoning her body, but upon returning to the UK, they were tried and sentenced to life imprisonment — her father, Irfan Sharif of Jhelum and stepmother Beinash Batool.

The report also noted that Sara had been on the radar of social services since birth, and by age three, she had twice been placed in foster care.

Surrey County Council expressed deep regret over the findings. Meanwhile, the Surrey Safeguarding Children Partnership stated that it would work with partner agencies to agree on a joint action plan and ensure full implementation of the report’s recommendations.
