دولتالہ بائی پاس ایشوز کی زد میں
گوجرخان، پوٹھوار ڈاٹ کوم۔تحریر: محمد نجیب جرال۔بڑھتی ہوئی ٹریفک اور آبادی نے دولتالہ میں مسائل کے انبار لگا دیئے ہیں،سکول و کالجز اور دفاتر کے اوقات میں گاڑیوں کی لمبی لائنیں اور گھنٹوں ٹریفک جام نے اہالیان دولتالہ اور کاروباری حضرات کو شدید متاثر کر رکھا ہے،ایمرجنسی کی صورت میں ایمبولینس کا گزرنا بھی محال ہو جاتا ہے،ہیوی ٹریفک جیسے ٹرک،ڈمپر،بسوں اور ٹریلوں کا گزرنا مشکل ہی نہیں ناممکن ہو رہا ہے،عوامی و سماجی حلقوں کی طرف سے بائی پاس کا مطالبہ زور پکڑتا جا رہا تھا۔
سب سے پہلا سروے انجمن تاجران دولتالہ کے صدر راجہ عبد الوحید نے 2014ء میں متعلقہ محکموں کے حکام بالا کو درخواست دیں اور بڑھتی ہوئی ٹریفک سے پیدا ہونے والے اثرات اور کاروباری مسائل سے انہیں آگاہ کیا اور پنجاب ہائی وے ڈیپارٹمنٹ سے ایک سروے کرایا اس کا روٹ بن بابا شاہ کمال براستہ مداری مندرہ چکوال روڈ تک تھا،اس روڈ کی کل لمبائی6.9کلو میٹر اور تخمینہ لاگت 115.59ملین روپے تھا،بوجوہ یہ منصوبہ بھی محکمے کی فائلوں میں دفن ہوگیا۔
مسلم لیگ ن کے دور حکومت میں راجہ جاوید اخلاص سابق ممبر قومی اسمبلی نے فروری 2016 ء میں مذکورہ بالا سروے کو نظر انداز کرتے ہوئے گورنمنٹ ڈگری کالج دولتالہ سے براہ راست بھنگالی مندرہ چکوال روڈ تک بائی پاس کا نیا سروے کرایا،اس روڈ کی لمبائی 9.5 کلو میٹراور تخمینہ لاگت 176.32 ملین روپے تھا،اس سروے پر عوامی و سماجی حلقوں کا کہنا تھا کہ گوکہ اس سروے میں بائی پاس کا روٹ سرکاری روڈ ہی تھا لیکن یہ ساری روڈ آبادیوں میں سے ہوکر گزرتی تھی اس لیے جس مقصد کو مدنظر رکھ کر دولتالہ بائی پاس کی ضرورت محسوس کی گئی وہ پورا نہیں ہورہا تھا، یہ روڈ آبادی میں سے جارہی ہے اس لیے کچھ عرصے بعد یہاں بھی وہی مسائل جنم لیتے جن کا عوام کو پہلے سے ہی سامنا ہے،اس دوران مسلم لیگ ن کی حکومت ختم ہوگئی اور یہ منصوبہ زیر التوا چلا گیا۔
ممبر صوبائی اسمبلی چوہدری ساجد محمود نے دولتالہ بائی پاس کے لیے جون 2021ء میں ایک سروے کرایا ،اس سروے کی اہم بات یہ تھی کہ دولتالہ تا پھمبل روڈ سڑک زمین ایکوائر کی گئی،ایکوائر کی گئی زمین کا کل رقبہ 170کنال اور اس کی کل قیمت 15لاکھ روپے فی کنال کے حساب سے37,43,39,028روپے ہے،سڑک کی کل لمبائی 7.5کلو میٹر اور تخمینہ لاگت 300ملین روپے ہے،اس طرح اس منصوبے پر زمین کی قیمت سمیت کل لاگت تقریباً 700ملین رپے ہے، اس بائی پاس کا روٹ سی این جی پمپ دولتالہ سے براستہ مداری تا مندرہ چکوال روڈ ہے، اس سروے کے خلاف چیئرمین یوسی دولتالہ سید قلب عباس،یحی فیض اور ابرار سرور نے متعدد دیگر لوگوں کے ہمراہ ڈی سی او راولپنڈی کو ایک درخواست جمع کرائی ہے ان کاموقف ہے کہ 170کنال ایکوائر کی گئی زمین چوہدری ساجد محمود اور ان کے قریبی دوستوں کی ہے جو انہوں نے اسی نیت سے 1.5لاکھ روپے فی کنال کے حساب سے لوگوں سے خریدی تھی اب وہی زمین 10گناہ زیادہ قیمت 15لاکھ روپے فی کنال کے حساب گورنمنٹ کو بیچی جارہی ہے، یہ سب اپنے دوستوں کو نوازنے کا منصو بہ ہے،اس سے سب سے بڑا نقصان ان لوگوں کا ہے جن کی زمین دولتالہ گوجرخان مین روڈ پر واقع ہے اور ا سکی مارکیٹ ویلیو 30لاکھ روپے مرلہ ہے، اب جس زمین کی قیمت 6کروڑ روپے فی کنال ہے اس کے انہیں اب 15لاکھ روپے ملیں گے جبکہ ایم پی اے چوہدری ساجد محمود اور ان کے دوست کروڑوں میں کھیلیں گے اور ان کی باقی زمینیں بھی جو انہوں نے کوڑیوں کے بھاؤ خریدی ہیں ان کی قیمتیں بھی آسمان پر پہنچ جائیں گی، معترضین کا کہا ہے کہ جب ایک سرکاری روڈ روڈ موجود ہے تو پھرمہنگے داموں پرائیویٹ زمین خرید کر گورنمنٹ کو کروڑوں کا چونا لگانے کی ضرورت کیا ہے؟ عوامی حلقوں کا کہنا ہے کہ یہ راولپنڈی رنگ روڈ سکینڈل کی طرح کا ہی بڑاکر پشن سکینڈل ثابت ہوگا۔
عوامی و سماجی حلقوں کا کہنا ہے کہ دولتالہ بائی پاس کا بہترین سروے بن بابا شاہ کمال براستہ مداری تا مندرہ چکوال روڈ ہے،یہ بائی پاس پہلے سے موجود سرکاری سڑک پر بنے گااورپرائیویٹ زمین کی خریداری کی مد میں گورنمنٹ کا کروڑوں روپے کا ریوینیو بچے گا،جبکہ مذکورہ بالا دیگر دونوں منصوبے ناقابل عمل ہیں کیونکہ دولتالہ کی آبادی سی این جی اسٹیشن تک آگئی ہے،جن مسائل کے مدنظر بائی پاس بنایا جا رہا ہے وہ جوں کے توں رہیں گے اور بہتری کے بجائے مزید بگاڑ پیدا ہو گا۔
Gujar Khan; Rising traffic and population have created a lot of problems in Daultala. It was getting louder.
The first survey was conducted by Raja Abdul Waheed, President, Anjuman-e-Tajiran Daultala , in 2014. He applied to the top officials of the concerned departments and apprised them of the impact of increasing traffic and business problems and conducted a survey with the Punjab Highway Department.
Route Bin Baba Shah Kamal was via Madari Mandra Chakwal Road. The total length of this road was 6.9 km and the estimated cost was Rs. 115.59 million, so this project was also buried in the files of the department.
During the PML-N regime, Raja Javed Ikhlas, a former member of the National Assembly, ignored the above survey in February 2016 and conducted a new survey of the bypass from Government Degree College Daultala directly to Bhangali Mandra Chakwal Road. 9.5 km and the estimated cost was Rs176.32 Million.
The need for tax bypass was felt that it was not being met, this road is going through the population so after some time the same problems would have arisen here which the people are already facing, meanwhile the PML-N government It ended and the project was put on hold.
Member Provincial Assembly Chaudhry Sajid Mahmood conducted a survey for Daultala Bypass in June 2021. The main point of this survey was that Daultala to Phimbal Road road land was acquired, the total area of land acquired was 170 kanals and its total value. The total length of the road is 7.5 km and the estimated cost is Rs. 300 million at the rate of Rs. 1.5 million per canal.
The NG pump is from Daultala via Madari to Mandra Chakwal Road. Against this survey, Chairman UC Daultala Syed Qalb Abbas, Yahya Faiz and Abrar Sarwar along with several others have submitted a petition to DCO Rawalpindi stating that 170 kanals. The acquired land belongs to Chaudhry Sajid Mahmood and his close friends who bought it from the people with the same intention at the rate of Rs 1.5 lakh per canal. Now the same land is being sold to the government at the rate of Rs 10 lakh more per canal. All this is to reward their friends.
The biggest loss is to those whose land is on Daultala Gujar Khan Main Road. Is located and its market value is Rs 30 lakh marla, now the land worth Rs 6 crore per canal will now get Rs 15 lakh while MPA Chaudhry Sajid Mahmood and his friends will play in crores and the rest of their lands Even the prices of those who have bought pennies will skyrocket.
The protesters have said that when there is a government road, then why the government needs to spend crores of rupees by buying private land at exorbitant prices. Public circles say that this will prove to be a big push scandal like the Rawalpindi Ring Road scandal.
Public and social circles say that the best survey of Daultala Bypass is from Bin Baba Shah Kamal via Madari to Mandra Chakwal Road. While the other two projects mentioned above are unworkable as the population of Daultala has reached up to the CNG station, the problems that are being bypassed will remain the same and will lead to further deterioration instead of improvement.
