Gujar Khan (Pothwar.com, November 09, 2026 — In a major enforcement action, the Gujar Khan Municipal Committee has sealed the commercial project The Mall of Gujar Khan, reportedly owned by former Municipal Committee Chairman Shahid Sarraf and former Market Committee Chairman Jamshed Sarraf, over alleged violations of building regulations and outstanding municipal dues.
The action was carried out by Building Officer Inam Mustafa on the instructions of Chief Officer Ghulam Qamar Waraich. The commercial development is situated along the busy Grand Trunk (GT) Road, near the Municipal Committee office in Gujar Khan.
According to municipal officials, the building has outstanding construction-related fees estimated at between Rs1.5 million and Rs1.9 million, along with an additional penalty of approximately Rs1.9 million. Officials further alleged that the construction had failed to provide the mandatory setback space required under applicable building regulations.
The municipal authorities stated that the sealing action was taken as part of the enforcement of building control regulations and the recovery of outstanding government dues. They made it clear that the premises would remain sealed until all outstanding fees and penalties had been fully paid and the relevant regulatory requirements addressed.
The development has also triggered a strong reaction from former Municipal Committee Chairman Shahid Sarraf, who has challenged the municipal action and described it as illegal.
In his response, Shahid Sarraf alleged that the Building Officer had demanded a bribe of Rs2 million from his son. He questioned the conduct of the municipal official and raised concerns about the circumstances surrounding the sealing of the commercial property.
The allegation of bribery is a serious matter and has not been independently verified. No official response from the Building Officer regarding this specific allegation was available at the time of publication.
The incident has brought renewed attention to the enforcement of building regulations, the collection of municipal fees and the accountability of officials responsible for overseeing commercial developments in Gujar Khan.
Questions are also likely to arise over the outstanding dues, the alleged setback violations and the bribery allegation. A transparent investigation and an opportunity for both sides to present their positions would help establish the facts and determine whether the municipal action was carried out in accordance with the law.
For now, the municipal authorities maintain that The Mall of Gujar Khan will remain sealed until the outstanding payments and regulatory matters are resolved.
