London: Pakistan Considers Rs10,000 Membership Fee for Overseas Pakistanis

لندن (پوٹھوار ڈاٹ کام، محمد نصیر راجہ، 12 اپریل 2026) – حکومت نے بیرون ملک مقیم پاکستانیوں پر 10 ہزار روپے فیس عائد کرنے پر غور شروع کردیا۔ تفصیلات کے مطابق اوورسیز پاکستانیز فاؤنڈیشن (OPF) نے 10 ہزار روپے کی فیس کے ساتھ باڈی کی ممبرشپ لازمی بنانے کے لیے حکومت پاکستان کو ایک تجویز پیش کی ہے، اس اقدام کا مقصد سمندر پار پاکستانیوں کے ڈیٹا کو منظم کرنا اور انہیں فاؤنڈیشن کے تحت ملنے والی سہولیات جیسا کہ رہائشی سکیموں، تعلیمی وظائف اور قانونی امداد کے دائرہ کار میں لانا ہے، ایسے پاکستانی جو ‘پروٹیکٹر آف ایمیگرینٹس’ کے ذریعے بیرون ملک جاتے ہیں وہ خود بخود رجسٹر ہو جاتے ہیں، تاہم دیگر زمروں میں آنے والے تارکینِ وطن کے لیے اب یہ رجسٹریشن اور فیس لازمی کی جا سکتی ہے، اس تجویز کا مقصد فاؤنڈیشن کے فنڈز میں اضافہ کرنا ہے تاکہ بیرون ملک مقیم پاکستانیوں اور ان کے خاندانوں کے لیے فلاحی منصوبوں کو مزید بہتر بنایا جا سکے۔

اس حوالے سے او پی ایف کے چیئرمین سید قمر رضا کہتے ہیں کہ ’میرا ماننا ہے تمام اوورسیز پاکستانیوں کو لازمی طور پر او پی ایف کا ممبر ہونا چاہیئے، جس کی فیس 5 سال کے لیے 10 ہزار روپے ہوگی جو کہ بہت معمولی ہے، اگر وہ سب فاؤنڈیشن کے ممبر بن جائیں تو ہم ان کی بہتر خدمت کرسکتے ہیں کیوں کہ اس طرح ہمارے پاس مالی وسائل ہوں گے، اس مقصد کے لیے ہم نے وزارت سمندر پار پاکستانیوں اور انسانی وسائل کی ترقی کی جانب سے اس تجویز کی منظوری لی ہے، جس کی حتمی منظوری وزیر اعظم نے دینی ہے‘۔

انٹرویو میں انہوں نے بتایا کہ ’فاؤنڈیشن ایک غیر منافع بخش تنظیم ہے جو بیرون ملک مقیم پاکستانیوں کو درپیش چیلنجز سے نمٹنے کے لیے بنائی گئی ہے، یہ تنظیم پاکستانی تارکین وطن کے لیے بہت سی سہولیات متعارف کرانے کی کوشش کر رہی ہے، اس کا اطلاق متحدہ عرب امارات، خلیجی ممالک، مشرق وسطیٰ اور دنیا بھر کے دیگر خطوں میں مقیم تمام 12 ملین سے زائد سمندر پار پاکستانیوں پر ہوگا، بیرون ملک مقیم پاکستانی اربوں ڈالر کی سرمایہ کاری اور ترسیلات زر کے ذریعے ملکی معیشت میں اہم کردار ادا کرتے ہیں‘۔

بتایا گیا ہے کہ 2024/25ء میں ترسیلات زر میں 38.3 بلین ڈالر کے ریکارڈ کے بعد توقع ہے کہ رقوم کا بہاؤ آگے بڑھ جائے گا اور 41 سے 42 بلین ڈالر تک کی نئی بلند ترین سطح پر پہنچ جائے گا، سٹیٹ بینک آف پاکستان کے اعداد و شمار سے پتہ چلتا ہے کہ جولائی 2025ء اور فروری 2026ء کے درمیان کارکنوں کی ترسیلات زر میں دوہرے ہندسوں کی شرح سے اضافہ ہوا، جو پچھلے سال کی اسی مدت کے دوران موصول ہونے والے 24 بلین ڈالر کے مقابلے میں 10.5 فیصد اضافے سے 26.5 بلین ڈالر تک پہنچ گیا۔

معلوم ہوا ہے کہ فروری 2026ء میں پاکستان کو 3.3 بلین ڈالر کی ترسیلات موصول ہوئیں جو کہ سال بہ سال 5.2 فیصد زیادہ ہے، جس میں سرفہرست متحدہ عرب امارات (696.2 ملین ڈالرز)، دوسرے نمبر سعودی عرب (685.5 ملین ڈالرز)، تیسرے برطانیہ (532 ملین ڈالرز) اور چوتھے نمبر پر امریکہ (319.5 ملین ڈالرز) ہے، متحدہ عرب امارات کے اندر 20 لاکھ سے زائد پاکستانی زندگی کے مختلف شعبوں میں رہتے اور کام کرتے ہیں۔

The Government of Pakistan has begun considering a proposal to impose a Rs10,000 membership fee on overseas Pakistanis as part of efforts to better organise and support the expatriate community.

According to details, the Overseas Pakistanis Foundation (OPF) has formally proposed making its membership mandatory, along with a fee of Rs10,000 valid for five years. The initiative aims to streamline data on Pakistanis living abroad and bring them under the foundation’s welfare framework, which includes housing schemes, educational scholarships, and legal assistance.

Currently, Pakistanis who travel abroad through the “Protector of Emigrants” system are automatically registered. However, under the new proposal, registration and the associated fee may also become compulsory for those emigrating through other channels.

Officials say the move is intended to strengthen OPF’s financial resources, enabling it to expand welfare programs for overseas Pakistanis and their families.

Chairman OPF Syed Qamar Raza stated that all overseas Pakistanis should be required to become members of the foundation. He emphasised that the proposed fee is minimal for a five-year period and would significantly enhance the organisation’s ability to serve the diaspora.

He further revealed that the proposal has received approval from the Ministry of Overseas Pakistanis and Human Resource Development, and is now awaiting final approval from the Prime Minister.

Describing OPF as a non-profit organisation, he noted that it was established to address the challenges faced by Pakistanis abroad. The policy, if approved, would apply to more than 12 million overseas Pakistanis living in regions including the United Arab Emirates, Gulf countries, the Middle East, the United Kingdom, and other parts of the world.

Overseas Pakistanis play a vital role in the country’s economy through investments and remittances. Following a record $38.3 billion in remittances during 2024–25, inflows are projected to rise further to between $41 and $42 billion.

Data from the State Bank of Pakistan shows that workers’ remittances grew by 10.5% to $26.5 billion between July 2025 and February 2026, compared to $24 billion during the same period last year.

In February 2026 alone, Pakistan received $3.3 billion in remittances, reflecting a 5.2% year-on-year increase. The largest contributions came from the United Arab Emirates ($696.2 million), followed by Saudi Arabia ($685.5 million), the United Kingdom ($532 million), and the United States ($319.5 million).

It is estimated that more than two million Pakistanis live and work in the UAE alone, contributing significantly across various sectors.
