Kahuta; MPA Raja Sagheer Ahmad Submits Privilege Motion Against police at Punjab Assembly

کہوٹہ (پوٹھوار ڈاٹ کام | 28 فروری 2026) — رکن صوبائی اسمبلی راجہ صغیر احمد نے صوبائی اسمبلی پنجاب میں ایس ڈی پی او کہوٹہ کلر سیداں اور ایس ایچ او کہوٹہ کے خلاف مبینہ بدسلوکی اور پارلیمانی استحقاق کی خلاف ورزی کے الزام میں تحریکِ استحقاق جمع کرا دی ہے۔

سرکاری ذرائع کے مطابق تحریکِ استحقاق باقاعدہ طور پر پنجاب اسمبلی سیکرٹریٹ میں جمع کرائی گئی جس میں متعلقہ پولیس افسران کے رویے اور اقدامات پر سنگین تحفظات کا اظہار کیا گیا ہے۔ راجہ صغیر احمد کا مؤقف ہے کہ ایس ڈی پی او کہوٹہ کلر سیداں اور ایس ایچ او کہوٹہ کا طرزِ عمل ایک منتخب عوامی نمائندے کے طور پر ان کے آئینی کردار اور اختیار کو متاثر کرنے کے مترادف ہے، جو استحقاق کی خلاف ورزی کے زمرے میں آتا ہے۔

اسپیکر پنجاب اسمبلی نے معاملے کا نوٹس لیتے ہوئے اسے مزید کارروائی کے لیے استحقاق کمیٹی کے سپرد کر دیا ہے۔ کمیٹی نے الزامات کے حوالے سے انسپکٹر جنرل (آئی جی) پنجاب پولیس سے وضاحت طلب کر لی ہے۔

اسمبلی ذرائع نے تصدیق کی ہے کہ استحقاق کمیٹی نے آئی جی پنجاب کو ہدایت کی ہے کہ وہ متعلقہ پولیس افسران کے مؤقف اور حقائق پر مبنی تفصیلی رپورٹ جمع کرائیں۔ کمیٹی وضاحت اور شواہد کا جائزہ لینے کے بعد اپنی سفارشات مرتب کرے گی۔

راجہ صغیر احمد نے اس موقع پر کہا کہ منتخب نمائندوں کے ساتھ قانون اور پارلیمانی روایات کے مطابق احترام کا برتاؤ کیا جانا چاہیے۔ ان کا کہنا تھا کہ ریاستی اداروں کی حدود کے اندر رہ کر ذمہ داریاں ادا کرنا اور جوابدہی کو یقینی بنانا جمہوری نظام کے استحکام کے لیے ناگزیر ہے۔

دوسری جانب یہ معاملہ چند روز قبل اس وقت شدت اختیار کر گیا تھا جب پی پی-7 سے منتخب رکن صوبائی اسمبلی اور پاکستان مسلم لیگ (ن) سے تعلق رکھنے والے راجہ صغیر احمد پر یہ الزام سامنے آیا کہ انہوں نے کہوٹہ تھانے سے زیرِ حراست ملزمان کو زبردستی چھڑوا لیا۔

سرکاری رپورٹس کے مطابق کہوٹہ پولیس نے 20 جنوری 2026 کو درج ایف آئی آر کے تحت تین افراد کو گرفتار کیا تھا۔ مقدمے میں مذکورہ افراد کے خلاف الزامات عائد تھے اور پولیس نے ضابطے کی کارروائی مکمل کرتے ہوئے انہیں حراست میں لیا تھا۔

ذرائع کا کہنا ہے کہ بعد ازاں راجہ صغیر احمد مبینہ طور پر تھانے پہنچے اور زیرِ حراست افراد کو پولیس کی تحویل سے اپنے ساتھ لے گئے۔ تاہم اس حوالے سے راجہ صغیر احمد یا ان کے ترجمان کی جانب سے باضابطہ مؤقف سامنے نہیں آیا۔

سیاسی اور انتظامی حلقوں میں اس پیش رفت کو غیر معمولی اہمیت دی جا رہی ہے، کیونکہ استحقاق کمیٹی کی کارروائی اور آئی جی پنجاب کی رپورٹ صوبے میں منتخب نمائندوں اور قانون نافذ کرنے والے اداروں کے باہمی تعلق کے حوالے سے ایک اہم نظیر قائم کر سکتی ہے۔

آئی جی پنجاب کی وضاحت موصول ہونے کے بعد استحقاق کمیٹی آئندہ کا لائحہ عمل طے کرے گی اور معاملے پر مزید پیش رفت متوقع ہے۔

Kahuta (Pothwar.com | February 28, 2026) — Member of the Provincial Assembly (MPA) Raja Sagheer Ahmad has submitted a privilege motion in the Punjab Assembly against the SDPO Kahuta-Kallar Syedan and the SHO Kahuta, alleging misconduct and violation of parliamentary privilege.

According to official sources, the privilege motion was formally tabled in the Punjab Assembly Secretariat, highlighting concerns over the alleged behaviour and actions of the police officials. Raja Sagheer Ahmad stated that the conduct of the SDPO Kahuta-Kallar Syedan and SHO Kahuta undermined his constitutional role and authority as a public representative, thereby constituting a breach of privilege.

The Speaker of the Punjab Assembly took notice of the motion and referred the matter to the Privilege Committee for further examination. The committee has subsequently sought an explanation from the Inspector General (IG) of Punjab Police regarding the allegations raised in the motion.

Sources within the Assembly confirmed that the Privilege Committee has directed the IG Punjab to submit a detailed report clarifying the position of the police officials concerned. The committee will review the explanation and supporting documents before making any recommendations or decisions.

Speaking on the matter, Raja Sagheer Ahmad emphasised that elected representatives must be treated with due respect in accordance with the law and parliamentary traditions. He maintained that accountability is essential to ensure that state officials act within their legal limits and uphold democratic norms.

The development has sparked interest in political and administrative circles, as the outcome of the committee’s proceedings may set an important precedent regarding the relationship between elected representatives and law enforcement authorities in the province.

Further proceedings are expected once the IG Punjab submits the required clarification to the Privilege Committee.

The matter flared a few days earlier when Raja Sagheer Ahmed, Member of Provincial Assembly (MPA) from PP-7 representing the Pakistan Muslim League-N (PML-N), was accused of forcibly taking suspects from Kahuta Police Station, according to official reports.

Sources revealed that the Kahuta police had arrested the suspects under a registered FIR on January 20, 2026. The case involved allegations against the three individuals, and the police had taken them into custody following proper procedures.

However, reports claim that MPA Raja Sagheer Ahmed allegedly intervened at the police station, forcibly removing the detained individuals from police custody and taking them away.
