London: Lord chancellor Shabana Mahmood of Jhelum sworn in by lady chief justice in historic firsts

شبانہ محمود ایم پی آف جہلم نے قرآن پر حلف اٹھایا کیونکہ والٹن آن دی ہل کی بیرونس کار نے محمود کے ساتھ ساتھ اٹارنی جنرل رچرڈ ہرمر کے سی اور سالیسیٹر جنرل سارہ سیک مین ایم پی کا بھی ان کے کرداروں پر خیرمقدم کیا۔

ڈیم سو کار نے محمود کی تقرری کو ‘ٹرپل فرسٹ’ قرار دیا۔ اس نے کہا: ‘میں، یقیناً، آپ کو پہلے لارڈ چانسلر ہونے کا حوالہ نہیں دیتی جو جان تھاو کو کاواناگ کیو سی کا کردار دیکھ کر قانون میں آنے کے لیے متاثر ہوئے ہوں۔ آپ کی حلف برداری بہت زیادہ ٹھوس وجوہات کی بنا پر اہم ہے۔

ایسا صرف اس لیے نہیں کہ آپ قرآن پر حلف اٹھانے والی پہلی لارڈ چانسلر ہیں، بلکہ اس لیے بھی کہ آج کی تقریب میں پہلی بار ایک خاتون چیف جسٹس نے خاتون لارڈ چانسلر کا حلف اٹھایا ہے۔ یہ دونوں اولین اس بات پر روشنی ڈالتے ہیں کہ کس طرح آپ کا دفتر، مائیکرو کاسم میں ہمارا آئین، اس معاشرے کی ترقی اور عکاسی کرتا رہتا ہے جس کی یہ خدمت کرتا ہے۔‘‘
خاتون چیف جسٹس نے محمود کی ‘ہوشیار وکالت جو نتائج دیتی ہے’ کے ساتھ ساتھ ان کی ‘اخلاقیات، پیشہ ورانہ اخلاقیات کے بارے میں گہری معلومات’ اور ‘دوسروں کی مدد کرنے کے عزم’ کی تعریف کی۔
محمود نے کھچا کھچ بھرے کمرہ عدالت کو بتایا کہ لارڈ چانسلر کے طور پر حلف اٹھانا ‘سب سے بڑا اعزاز’ ہے۔ اس نے کہا: ‘ایک بار سمال ہیتھ کی ایک چھوٹی سی لڑکی جو اپنے والدین کی کونے کی دکان پر کام کرتی تھی [اور] کبھی خواب میں بھی نہیں سوچتی تھی کہ وہ آج آپ کے سامنے بیٹھی ہوگی اس کردار کے حاملین میں شمار ہوتی ہے۔’

London (Pothwar.com, Mohammad Naseer Raja, July 17, 2024) –In an historic first, a lady chief justice swore in a female lord chancellor Shabana Mahmood in a packed Court 4 at the Royal Courts of Justice this afternoon.

Shabana Mahmood MP swore her oath on the Qur’an as Baroness Carr of Walton-on-the-Hill welcomed Mahmood as well as attorney general Richard Hermer KC and solicitor general Sarah Sackman MP to their roles.

Dame Sue Carr described Mahmood’s appointment as marking a ‘triple first’. She said: ‘I do not, of course, refer to you being the first lord chancellor to have been inspired to come to the law through watching John Thaw play Kavanagh QC. Your swearing-in is significant for far more substantive reasons.

‘It is so, not only because you are the first lord chancellor to swear their oath on the Qur’an, but also because today’s ceremony marks the first time that a lady chief justice has sworn in a female lord chancellor. Both of these firsts highlight how your office, our constitution in microcosm, continues to evolve and reflect the society which it serves.’

The lady chief justice commended Mahmood’s ‘shrewd advocacy which bears results’ as well as her ‘deep knowledge of ethics, of professional ethics’ and a ‘commitment to helping others’.

Mahmood told the packed courtroom it was the ‘highest honour’ to be sworn in as lord chancellor. She said: ‘Once a little girl from Small Heath who worked behind the till at her parents’ corner shop [and] never dared to dream she would be sitting before you today counted among the holders of this role.’

She told the gathered audience that she hoped her appointment helped show ‘a little girl in Small Heath, or wherever she may be, that even the oldest titles of the land are in reach for us all’.
