The Government of Pakistan has begun considering a proposal to impose a Rs10,000 membership fee on overseas Pakistanis as part of efforts to better organise and support the expatriate community.<\/h4>\n

According to details, the Overseas Pakistanis Foundation<\/span><\/span> (OPF) has formally proposed making its membership mandatory, along with a fee of Rs10,000 valid for five years. The initiative aims to streamline data on Pakistanis living abroad and bring them under the foundation\u2019s welfare framework, which includes housing schemes, educational scholarships, and legal assistance.<\/h4>\n

Currently, Pakistanis who travel abroad through the \u201cProtector of Emigrants\u201d system are automatically registered. However, under the new proposal, registration and the associated fee may also become compulsory for those emigrating through other channels.<\/h4>\n

Officials say the move is intended to strengthen OPF\u2019s financial resources, enabling it to expand welfare programs for overseas Pakistanis and their families.<\/h4>\n

Chairman OPF Syed Qamar Raza<\/span><\/span> stated that all overseas Pakistanis should be required to become members of the foundation. He emphasised that the proposed fee is minimal for a five-year period and would significantly enhance the organisation\u2019s ability to serve the diaspora.<\/h4>\n

He further revealed that the proposal has received approval from the Ministry of Overseas Pakistanis and Human Resource Development, and is now awaiting final approval from the Prime Minister.<\/h4>\n

Describing OPF as a non-profit organisation, he noted that it was established to address the challenges faced by Pakistanis abroad. The policy, if approved, would apply to more than 12 million overseas Pakistanis living in regions including the United Arab Emirates<\/span><\/span>, Gulf countries, the Middle East, the United Kingdom<\/span><\/span>, and other parts of the world.<\/h4>\n

Overseas Pakistanis play a vital role in the country\u2019s economy through investments and remittances. Following a record $38.3 billion in remittances during 2024\u201325, inflows are projected to rise further to between $41 and $42 billion.<\/h4>\n

Data from the State Bank of Pakistan<\/span><\/span> shows that workers\u2019 remittances grew by 10.5% to $26.5 billion between July 2025 and February 2026, compared to $24 billion during the same period last year.<\/h4>\n

In February 2026 alone, Pakistan received $3.3 billion in remittances, reflecting a 5.2% year-on-year increase.
